On a personal level I have known Mr. Crossland for more than 20 years dating back to High School attendance. Mr. Crossland and I regained our acquaintance many years after high school in a professional capacity. I was assigned at LLNL as a Senior Security Administrator in the Personnel Security Division. Mr. Crossland was employed with the Office of Personnel Management (OPM) Conducting background investigations for personnel security clearance. Mr. Crossland impressed me immediately as having a good grasp of the concepts necessary to conduct good objective personnel investigations. On numerous occasions comments were made to me regarding the professional approach taken by Mr. Crossland during the course of his investigation. It was felt that much regard was given by Mr. Crossland to details as well as the sensitivity of the subject being investigated.
As well as performing field work for the OPM Mr. Crossland was also doing sub-contract field investigations for the FBI, DOD, DOT, and the Treasury Department. There is no doubt in my mind that Mr. Crossland’s expertise is in high demand from such prestigious agencies due to his attention to detail and high professional standards.
During this time period Mr. Crossland also received high Private Investigators License to broaden his capabilities in the security investigation trade. It is my professional belief that Mr. Crossland is highly skilled and qualified to perform highly complex and sensitive investigations.

I have known Milton for close to fifteen (15) years having worked with him previously at the Office of Federal Investigation of the United States Office of Personnel Management from 1989 until 1994, and currently at the Office of Federal Contract Compliance Programs of the United States Department of Labor since 1998.
In 1987, while I was employed with the Office of Federal Investigations, I conducted a favorable employment background investigation on Milton on behalf of his previous employer, the United States Bureau of Prisons.
Since our first meeting he has taken and passed the Private Investigators Examination and has completed a home study course in the field of Investigations.
I am also knowledgeable that he has been trained by the Office of Federal Contract Compliance Programs in the art of Desk Audit; On site Investigative Skills and Identifying and Remedying Systemic Discrimination.
I have also witnessed his being rewarded by the management staff of the Office of Federal Contract Compliance Programs for his involvement in our Special Projects and Initiatives as well as Remedying Discrimination.
During the length of my association with Milton I have found him to be a very energetic and assertive individual. His character and reputation are without question.

On April 20, 2000, Crossland’s Investigations assisted our agency with a domestic Investigation, in the Lake Merrit area of Oakland, CA. The Crossland’s Investigator, did excellent work on this case. Milton Crossland was assigned to the San Ramon Duty Station as an Investigator with the U.S. Office of Personnel Management from April 1989 until May 1994. I met him in September 1992 just two weeks before my reassignment to supervise Investigators at San Ramon became effective. From October 1992 until May 1994, I was Mr. Crossland’s immediate supervisor and came to know and respect him. I found him to be a serious minded, conscientious individual who through determined effort became a very fine Federal personnel security Investigator.
Mr. Crossland demonstrated excellent ability to handle the full scope of full field background investigations including complex Special background Investigations for a variety of federal agencies and Presidential Transition Cases in 1993 and 1994.
